I think avian preditors are the #1 problem. In this part of Ohio fields are very small (most are well under 20 acres) with trees (roosting areas) on 1 or more sides. If you notice that the places with pheasants are places with big fields and few trees.

Now the last couple years I've noticed a big drop in the red tail and sparrow hawk populations. Some say bald eagles kill them. Not sure why but there's les. Maybe giving pheasants a chance.
