glad to see Medina using local hunters and giving people opportunities, I wish more cities would do this. The problem is a lot of places that allow urban hunting have so much red tape that is basically impossible to hunt making it pointless.

Because I know guys that have been in the drawing for 10 years and never got chosen but always always the good old boys
Most lottery hunts are a draw system with preference. So if Steve from the FD gets drawn and kills his quota, Steve gets preference the following year. This is how they get people to hunt that will actually hunt and not just wait on a buck. I like it and agree with it.

Preference points are usually given to those who weren't drawn. For example I have 4 preference points in AZ. So next year when I apply my name gets put in the hat 5 times. This makes sure that people who haven't been drawn get preference over those who have been drawn before, or those who just started applying.

The biggest BS on the draw hunts in AZ is non-residents only get 10% of the tags despite the zone being 100% on federal lands. The excuse is the every American owns the land, but the state owns the elk. 🙄

I have been told city draws are different than Western Big Game States, most corrupt draw in the USA is Pennsylvannia Elk, followed by Kentucky and then Michigan Elk.
