Camping on Public Grounds

I've only hunted on public grounds a few times. Some public hunting grounds have camping available and some do not.

Do you have to be in a designated camp site, on public grounds?
Are there any regulations or "rules" saying that you can't just hike in a ways and setup your own hunting camp?

Only one or two places in Ohio that allow camping in a small designated areas other than state and national parks. Woodbury is one of them, I used to go there every year with a group, but havent done it in year. ODNR changed the rules and really cracked down on Woodbury. So to be clear, there is no camping on state hunting property.
