there is no way to completly get rid of not taging deer, but what if everyone was issued a lisence with tag attached and not removable, when you killed a deer you cut the tag, remove the deer from shot location,call it in before you clean deer, write # on cut tag, then if you get caught with deer and not a cut tag, ticket,or if you get caught with a cut tag without # from wildlife dep. and no deer, ticket, meaning you must call deer in before you can process and discard carcus, not comparing nc to ohio, because there is none, just a more honest way to register deer
