Black headed buzzard? Hawk? Small Eagle?

Don't believe it's a buzzard as they have a naked neck and head area. To me it looks too dark and big for a hawk.
Going with a immature eagle. But then what the hell do I know about this things.

Black headed vulture. If you zoom in you can see the bald head just past the ruffle of feathers.
