Definitely has counter-bores for recessing screw heads. Some sort of modern equipment, no idea on purpose.

It could also be a old shallow well drill bit. I've seen a couple that look close to that "paddle" design. Any old gas wells near by?
That's my second guess after the chisel plow attachment.
