Click the arrow to the left of where it says quick reply, that should take you to the paper clip.

I tried both. I just downloaded tap-a-talk. I pulled up TOO from Google, found the thread and replied. If I reply to email, or text, I get the attachment symbol. But not when I reply to the forum thread.
