I heard a few years back while getting into our Illinois lease that when the lotto for bobcat tags are available, numerous PETA groups use funds to purchase the lottery tags so if they get drawn it is saving the animal. Think that could be a possibility with this?

Oh.... You can bet your bottom last dollar that Alot of these applicants were anti hunters against the hunt... 160,000 hunters in Florida??? I HIGHLY DOUBT IT...

I was going to apply but I kinda forgot about it. You can by as many chances as you want $5:00 a chance. So there is not 160k hunters they just sold that many chances.
Although I am sure anti hunters bought a few

Ohio has 354k licensed hunters or 2.9% of the state population

Ms has 283k hunters or about 9.6% of the state population.

LA has 442k hunters or roughly 9.5% of the state population.
