Maybe that is an antler wound. I'd think an arrow there would have killed that deer, especially if shot from an elevated stand.

if ya miss the cervical spine and major blood vessels/trachea (which is obviously what happened) there is nothing else there but muscle. very likely that deer will recover fully.
