The reality is they don't have to file a flight plan and data is king. Odds are its a private company doing testing. Either for mapping, parcel delivery, or air travel. Or it could be the Chinese getting lidar information for nap of the earth missile guidance systems. Despite requiring FAA registration drones are still the wild west of lawlessness.

Shoot one down, then you will know all you want about them and more, I bet they even come tell you all about it in person.
And if a private citizen or the government does shoot one down, I bet they have a lawsuit on their hands. Curiosity is not a reason to shoot a drone down. Or is what they are doing illegal? I haven’t heard that yet.
