Proposed Rule changes to the 2018-2019 season

Below are some of the proposed rule changes that I thought were interesting for the 2018-2019 season. Bear in mind this is not all of them just the ones I found interesting. The others can be found here. http://wildlife.ohiodnr.gov/stay-informed/proposed-rule-changes-csi-review

1501:31-9-01 Special regulations applying to all properties owned, leased, or under control of the division of wildlife
It is proposed that this rule be amended to require that the use of tree stands on all Division of Wildlife public hunting areas be permitted under the following criteria: the tree stand is portable, no nails, steps or any other device is to be placed or inserted into a tree, the tree stand is installed no more than one month prior to the beginning of deer archery season and removed within one month of the end of deer archery season. It is further proposed that all tree stands on Division of Wildlife public hunting areas be required to have attached a durable waterproof tag bearing the name and mailing address or unique Division of Wildlife customer identification number of the user or owner or have the name and mailing address or unique Division of Wildlife customer identification number of the user or owner stamped into the tree stand.
It is further proposed to clarify that a person may apply only once for a specific controlled hunting, fishing or trapping opportunity that is administered by the Division of Wildlife, unless otherwise permitted by the Chief of the Division of Wildlife.

1501:31-15-06 Areas requiring permit to hunt thereon
It is proposed that this rule be amended to remove the reference requiring special permits to hunt or tap on the following areas AMC-Hollow Rock, AMC-McIntyre creek, and Avondale. The hunting agreements have expired.
It is further proposed to remove the requirement to obtain a special wild turkey hunting permit during the spring wild turkey season at Paint Creek State Park in Highland and Ross Counties. The Division of Parks and Watercraft will maintain this area as a youth only spring wild turkey hunting area.

1501:31-15-09 Hunting and trapping regulations for furbearing animals
It is proposed that this rule be amended to add bobcat to the list of furbearing animals that may not be shot unless caught in a trap or snare. Additionally, the following regulations for trapping bobcat are proposed:

• The person must possess a valid bobcat trapping permit
• The bag limit is one bobcat per license year
• The bobcat must be game checked by 11:30 pm on the date of harvest
• Within five days following harvest the bobcat must be delivered to a Division of Wildlife representative for inspection, mandatory tagging and the carcass must be surrendered

1501:31-15-11 Deer regulations
It is proposed that the statewide bag limit for deer remain at six. Additional deer may be taken from Division of Wildlife authorized controlled hunts. Only one antlered deer may be taken, regardless of method or location of take.
It is proposed that this rule be amended regarding deer bag limits on all state-owned or administered lands designated as public hunting areas:
o Only antlered deer may be taken from public hunting areas from December 3, 2018 to February 3, 2019
o No more than one antlerless deer may be taken from public hunting areas per license year, except from a Division of Wildlife authorized controlled hunt
Within that framework, it is proposed that the following change be made to county bag limits:
A reduction in the bag limit from 3 deer per county to 2 deer per county in Jefferson County.
There are no proposed changes in the use of antlerless permits. Antlerless permits will be valid in Cuyahoga, Delaware, Franklin, Hamilton, Lake, Lorain, Lucas, Portage, Stark and Summit Counties until the day before the deer gun season begins. Antlerless permits are valid at all Division of Wildlife authorized controlled hunts for the entire season.
There are no proposed changes to the dates/timing of the seasons.

It is proposed to remove bobcat from the list of wild animals which may not be taken at any time.
It is further proposed to establish three bobcat zones and provide for an open season for bobcat:
 The following counties will be in bobcat zone “A”: Allen, Ashland, Ashtabula, Auglaize, Brown, Butler, Carroll, Champaign, Clark, Clermont, Clinton, Columbiana, Crawford, Cuyahoga, Darke, Defiance, Delaware, Erie, Fairfield, Fayette, Franklin, Fulton, Geauga, Greene, Hamilton, Hancock, Hardin, Henry, Highland, Holmes, Huron, Knox, Lake, Licking, Logan, Lorain, Lucas, Madison, Mahoning, Marion, Medina, Mercer, Miami, Montgomery, Morrow, Ottawa, Paulding, Pickaway, Portage, Preble, Putnam, Richland, Sandusky, Seneca, Shelby, Stark, Summit, Trumbull, Union, Van Wert, Warren, Wayne, Williams, Wood and Wyandot
o There will be no open bobcat season in zone “A”.
 The following counties are in bobcat zone “B”: Adams, Athens, Gallia, Hocking, Jackson, Lawrence, Meigs, Perry, Pike, Ross, Scioto, and Vinton
o The season in zone “B” will open on November 10, 2018 and will close on January 31, 2019 or will close once twenty (20) bobcat have been harvested within this zone.
 The following counties are in bobcat zone “C”: Belmont, Coshocton, Guernsey, Harrison, Jefferson, Monroe, Morgan, Muskingum, Noble, Tuscarawas, and Washington
o The season in zone ”C” will open on November 10, 2018 and will close on January 31, 2019 or will close once forty (40) bobcat have been harvested within this zone.

So you have to purchase an additional tag to trap them and then you can't even keep it to have it mounted, tanned, or sell the fur. What's the point in trapping it if you have to turn it over to the DNR? Unless they just want the carcass and you get to keep the fur? Needs a little more clarification in the wording there I think.

I took it as you keep the hide, they keep the carcass.... But I’ve been known to read things wrong [emoji23]

This is interesting. Inspection to me is fur on. Then you go skin it and surrender the carcass? PITA! If that is the case.

Raise the non resident Buck permit to $1000. Logic, if they(non residents) can afford thousands of $$$$$ to tie up lease properties and ruin my chances of getting a buck,

Boy - In hunting noble, monroe counties I could have shot at least 5 bobcats with my bow in one season, lots of them around.

I find the deer hunting regulation changes interesting about making it buck only for half the season - at least it seems they are really trying to help the numbers on public lands.

Is public land stands still fair game for any hunters, I made a living of sitting in other peoples stands and killing deer on public land a few years ago lol

I don't really get the nr hate. Never really seen to many to be honest. I honestly wonder what some of the residents are doing. The neighbor to our lease last year shot a 5 pointer. We told him where it was. He gave us a don't really care look/smile( never went and got it). Then shoots a 110 inch 8 straight in the chest. Poor thing was gimping around on our lease 2 days later. Then we go to the butcher its packed full of 100 inch deer. With only Ohio plates in the lot. Some times the answers to your buck problems are right in front you, but blaming nr seems to be easier.

I really don't care what someone shoots so long as they are happy with it. Bit don't shoot one and leave it lay. It isn't a shooting target for practice. That isn't cool.

I really don't care what someone shoots so long as they are happy with it. Bit don't shoot one and leave it lay. It isn't a shooting target for practice. That isn't cool.

I honestly have sat on the tail gate and had a beer in the gas station parking with a few over the years. We always seem to take the heat for deer problems on these online forums. My guess is stands placed on public land are still fair game to hunt out of whether they're yours or not. The contact info just gives the WO the place to send the ticket when you don't pull it down.
