Proposed Deer Seasons and bag limits

If i read correctly that on public land buck's can only be harvested after Dec 2nd will truly slow down the amount of non resident hunters coming to the state to hunt, may not be a bad thing to grow population on public land.

Bucks can be harvested all season long. Just after December 2nd, it’s buck only. No antlerless can be taken on public land after December 2nd.

Anyone know why only some areas have antlerless permits and not all? It would be nice to get a antlerless permit for $15. It don't look like they raised the price on them for NR.

They wan't the deer population further reduced in those areas so they offer the incentive of a cheap tag.
