It wouldn't make a difference people know where to shoot them and still choose to take shots they know are not high percentage. It's even worse now with the crossbows that are out now. Drones and dogs also make it easier for people to Take bad shots because they know they can find deer that they normally wouldnt.
I agree that all those things encourage marginal, low percentage shots to some degree, and that is probably a worse problem than the few people who don't actually know better because of inexperience or lack of proper training. I agree that some fucktards just don't and will never care enough to restrain themselves, but I maintain that forcing crossbow hunters to take bowhunter education would make a difference. The ODNR does not even encourage people to take bowhunter education in any way that I'm aware of. I suppose it might cost them some money, so best for them to just stay out of that, lol.
Keep on preaching. We all have to lead by example if we want to make any difference.
Bowhunter education is not about shooting skill. It's about deer anatomy, shot placement, how broadheads kill, what to do after the shot and how to follow a blood trail. Proficiency with a weapon is purely our responsibility whatever the weapon is.

By qualification I was talking about being able to do it, not precision. Being a good shot also leads to shit/low percentage shots.
Maxx progressed the "Monster" another 350 yds. He is chasing a doe hard. Found last bed and Maxx shut down.

The deer I done in Mt. Vernon that was in the pasture with does next morning....
Died at the same feeder he escaped once! Look at deers R/elbow/low brisket hit. (he picked scab off). And notice Rick got him to center punch lungs this time.... deer only went 50! I also preached the Never Give Up speech...
This mornings track: Started it and immediately found out that we were not allowed on the neighbors. And that was 100 yards ahead. Guess where deer went?
Second track: Followed fairly descent blood for about 800+ yards. Buck is still chasing a doe while bleeding. No method to the trail at all....random directions following her. Finally dried up.

Today's again had plenty blood. 700 yds and 3 - 1/2 acre thickets. Deer still went to a feeder in between thickets also.... Deer is alive bud.
15 shoulder/muscle shots in a row.... SMMFH!

Got a call (w/2 videos) and I knew deer was down! They started track and jumped it! Talked for over 30 minutes and we decided to wait until this morning to go back in...
While waiting, I find out they called another dog and fucked me out of the track....

Trackers usually work it out if its noticed. I would have went any time. We were waiting for recommended 12 hrs on liver shot.
