Can anyone explain in layman terms what this is and what it means?

Statement from Ohio Department of Agriculture Director Dorothy Pelanda Regarding H2Ohio

The Ohio Department of Agriculture (ODA) applauds Ohio farmers’ demonstration of voluntary conservation through the overwhelming sign up of H2Ohio best practices to reduce phosphorus in the Maumee River Watershed. Nearly 2000 farmers submitted applications to enroll more than more than 1.1 million acres. This far exceeded expectations for the agricultural portion of the H2Ohio program.
While the rollout of the program was very thoughtfully executed, the economic impact of the COVID-19 pandemic has caused a necessary reevaluation of ODA’s budget for the H2Ohio Initiative. ODA is committed to working within the Administration’s budgetary guidelines and will communicate with farmers the status of H2Ohio going forward based upon those guidelines once they are known.

Sounds like they were paying farmers to change their practices to reduce phosphorus. Now they don't have the money so it sounds like they will be cutting the amount or not paying them all together. Basically they were paying them like the CRP program.

That isn’t an option. We have plenty of countries ahead of us in this and it hasn’t happened.
Potential might be there, but it won’t happen.

We have lying china a month and a half ahead of us and Italy and Europe a few weeks ahead of us. All are on lockdown just like us. With the exception of China. South Korea is the only country doing very aggressive testing and contact tracing. The rest are using mass stay at home. This virus isn't just going to go away.Well it could but the odds are infinitely small. We either establish worldwide gerd immunity, or we create a vaccine. Thats really the only two ways it goes away. Then we have and oray it doesn't mutate and become like the flu.

Crazy. We shouldn't be paying these farmers anything to not pollute streams. We should be making them pay for the pollution.

Exactly, this is a world wide problem. Someone will find a way. I have faith in that.

Yeah no doubt about it. A vaccine. But it appears to be a year and a half out until its developed and distributed. The world can't sustain hiding in their houses until then. So the question then is, which will happen first. 70% herd immunity, or a vaccine. The other thing to hold out hope for is a treatment drug that reduces the hospitalization and death rate. Like valtrex for herpes. 😅

Yup, the entire world is working on this right now. Someone will find a way, my prediction will be China. Only way the world doesn’t turn on them.

I was being sarcastic.

A solution is already available/patented.

That is my belief!

And what exactly do you think they’re waiting for? Highest bidder?

Okay, I'll share just a few of my thoughts about it.

After everyone's DNA is captured and put into a government controlled system, after a mandatory vaccine certificate health program is introduced and other more big relief government announcements that will produce/get even more buy in from most desperate Americans, willing to trade freedoms to get back to a somewhat normal way of life.

I sincerely hope that I'm dead wrong!

Do I get first dibs if uncle Sam has my DNA already?

Seriously, I'd say you'll be towards the top of the list, especially if you're a healthy working able person.

Again, I'm not buying everything what the experts are saying about this virus. The health experts we see in the federal task force have serious ties/relationships with questionable people.

Like you and millions of others, I truly hope/pray that this gets resolved quickly so life can get back to normally.

What about the rest of the world?
