Ok a friend has inherited a 38 special revolver and it has a box of these strange looking bullets with it, any idea what they are?

They don't have a point....duh!
I belive they were designed for target shooting where they would cut really nice rest to score circles in the paper.

Designed for shooting paper targets. Used to be pretty popular at the gun ranges around here.
The lethal affect of them falls off dramatically in a fraction of the distance due to the shape.
