Long story short, but I have to replace the breaker panel in my house. The company that gave me an estimate said I have to have a whole house surge protector unit installed. It's about $700. I was looking up to see if it was code, and I came across a couple places that said it's code, but not all states or jurisdictions are requiring it just yet. I would love to pass on this damn thing. Can I?

Call your county / city. Sounds absurd to me, but some cities are stupid. As for the surge protector itself do you know the model? I spoke with my lineman neighbor and he talked to the substation designers at the co-op. They said only go with siemens, and even then it's kind of a fart in the wind, especially if you try to use any of their guarantees. They said most lightning doesn't enter through the service line but rather a direct hit to the house which bypasses the surge protector.
