Yes, it's all based on a 28" draw length...unless the bow manufacturer states otherwise, which is rare.
I agree with Beentown, about the 40 to 45 lb. bow, to get you started. That's the beauty of a take-down model, the limbs can be switched out for target or hunting.
Personally, I'd perfer to have a bow in the 47ish pound range for everything from 3D to hunting. Once I'd get used to it, it would all be the same and no compensating for different limb poundages. It's like the old saying of "beware of the man with one gun"...it's because he's knows it like the back of his hand.
