I think it would have been high speed/low altitude if intentional. I was reading about the wind forces coming down from the rotor/blades/whatever the official name was. It made logical sense that it was likely not intentional. I'm sure our AF guys could better explain it and get the right part names. Lol

Article says they have a generator at the distribution location, but they can't recharge the batteries once they give them to people back up in isolated locations with no power and no generators
also (at least in my experience) those batteries don't charge or recharge fast so I wouldn't be running my portable generator enoughto recharge it

If you read the comments it did say they showed up charged, generators did arrive, and they were thankful for whatever had been provided.
