Doesn't the state have the last say in a decision like this? I thought the state of Ohio made season dates and bag limits.

Technically I think counties have a right to set their own seasons along with cities / townships etc. preemption I think only prevents them from doing less restrictive not more. Except their is a clause for cities/ townships to allow banning. I could be wrong though.
