I don't see the point of dropping a live wire onto the ground though. Unless he needs a barrier, it seems pointless.
Covid won’t go away, the politicalization will...Honest question... What makes y’all think there will be another lockdown? Just that flu season is coming up? I don’t watch TV unless the Tribe is playing, so I really am ignorant to everything going on (thankfully?). How do we know all this COVID crap won’t just go away after the election (regardless of who wins)?

If an urban uprising ever occurred the theory is to disrupt power transmission to major metropolitan areas. Large transmission insulators are not easy or quick to replace. Especially a lot of them all around a city that is currently experiencing an uprising. A lack of power will only accelerate the urban demise and lead to more infighting every night. The The tactic is to get them to fight themselves instead of having to fight them and drawing bad PR for the absolute ass whipping that would happen.
Leave the power on. Take out cell phone towers and data cables. Your theory sounds good, but power runs in loops, they'll just backfeed it from another source. Dropping insulators doesn't cut the power off anyways. I get what you are saying. I just don't want to get washed out by those smart enough to leave the city because they don't have power.
Since we've already jumped...How many people would that take?Block roads with stolen semis. In a civil war they would try to leave anyway and return using the city as a base of operations. Deny them the ability to have a viable base of operations by causing internal chaos. Deal with the one's who leave. You would much rather deal with them in rural terrain than urban fortified conflict anyway.
