There must be water holding underneath it. In AK they run drains under them to prevent this from happening. Still happens on the roads and they put up signs so you know to slow down. Called frost heaves.
Rivers are running high in southeast Ohio. With all the rain north of us I assume it'll be bankful by morning and out of the banks by tomorrow afternoon.
